About Us
The Consulate General of Lebanon in Dubai and the Northern Emirates traces its origins to the establishment of diplomatic relations between Lebanon and the United Arab Emirates on April 12, 1972, shortly after the formation of the UAE. Lebanon was among the first ten countries where the UAE opened one of its early embassies.
In 1978, a Lebanese Consulate was inaugurated in Dubai and the Northern Emirates. On May 19, 1983, it was elevated to a Consulate General, extending its jurisdiction over the Emirates of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. Today, the Lebanese community across these Emirates exceeds 200,000 individuals.
Amidst the challenges Lebanon faced during the years of war, operations at the Consulate General were temporarily suspended between 1986 and 1988. The Consulate reopened on September 1, 1988, at its previous location on Al Maktoum Street, in the Nasser Lotah Building.
Since September 1, 1999, the Consulate General has operated from its current premises in Bur Dubai. This building stands as a testament to the strong bond between the Consulate General and the Lebanese community, reflecting a shared commitment to unity and service. It was built through the generous contributions of the Lebanese expatriates, on a land graciously granted by the United Arab Emirates.
The Consulate General remains committed to serving the Lebanese community and strengthening the historic bonds between Lebanon and the United Arab Emirates.

Consular Functions
According to article 5 of the Vienna Convention on Consular Relations of 1963, its functions include the following:

Protecting in Dubai and the Northern Emirates the interests of Lebanon and the Lebanese nationals.
- Furthering the development of commercial, economic, cultural and scientific relations between Lebanon and the United Arab Emirates.
- Understanding of the culture of the United Arab Emirates, in addition to its commercial, economic and scientific aspects and their development.
- Issuing passports and travel documents to Lebanese citizens and Palestinian refugees, and visas or appropriate documents to persons wishing to travel to Lebanon.
- Helping and assisting Lebanese, both individuals and bodies corporate.
- Acting as notary and civil registrar and in capacities of a similar kind, and performing certain functions of an administrative nature.
- Transmitting judicial and extrajudicial documents or executing letters rogatory or commissions to take evidence for the courts of Lebanon.
- Performing any other functions entrusted to a consular post by Lebanon which are not prohibited by the laws and regulations of the United Arab Emirates.
Assaf DOUMIT, The Consul General
His Excellency Consul General Assaf Doumit has been the Head of the Consulate General Mission in Dubai and the Northern Emirates since 2018.
H.E held several positions in the Lebanese Ministry of Foreign Affairs & Emigrants and the Lebanese missions abroad after joining the diplomatic service in 2003 and becoming a Counsellor in 2017.
He was assigned to manage the protocol department in the ministry of Foreign Affairs & Emigrants (2017-2018) and was the Deputy to the Director of Administrative and Financial Affairs (2015-2017).
H.E. served in several Lebanese missions abroad: at the Embassy of Lebanon to the Swiss Federation (Consul/Deputy Head of Mission, 2008 – 2014), Chargé d’affaires of the Embassy (2012-2013) and at the Embassy of Lebanon to the Federal Republic of Nigeria (Consul/Deputy Head of Mission, 2005 - 2008).
The Consul-General is a graduate of the National School of Administration (Senior Promotion 21-2002) and fluent in Arabic & English. He holds a Master's degree in global diplomacy (MA in Global Diplomacy) from the University of London and two bachelor degrees in Business and Marketing (1999) and in Accounting and Finance (1998) from the Lebanese University.
Hanan TABET, DCM & Consul
Hanan Tabet is the Consul & Deputy Chief of Mission at the Consulate General of Lebanon in Dubai & Northern Emirates since October 2023.
Mrs. Tabet holds a Bachelor degree in Political & administrative sciences and a Master’s degree in International Relations & Diplomacy from the Lebanese University; and a LL.M. from Paris II – Dubai in International Business Law. She is currently a Ph.D. candidate the Lebanese University.
Mrs. Tabet joined the Lebanese Foreign Service as a career diplomat in 2019, and worked at The Centre for Humanitarian Dialogue (HD) in 2022. Prior to her current posting in Dubai, Hanan Tabet worked in the Ministry’s HQ in Beirut as Diplomatic Attaché and then First Secretary in the following departments:
